The Greenbelt is designated an O-S-1 zone by Municipal Code 17.32.040. Per 17.32.030, the list of permitted improvements to it is brief and specific: landscaping, beautification, erosion control and irrigation improvements or relating to anti-seawater intrusion wells as an existing use. A storm water infiltration facility is none of these.
The Greenbelt’s zoning requires a public vote before this project can be sited on it. You, the members of the city council, have wasted years of planning and hundreds of thousands of dollars on a Greenbelt location that is not within the bounds of your authority.
I am writing to express my opposition to the Greenbelt Water Infiltration Project in its current form. The project is too large for Hermosa Beach to bear alone. There needs to be an equitable distribution of responsibility among Hermosa Beach, Redondo Beach, Manhattan Beach, and Torrance. Thank you in advance for exploring a more equitable solution.
I stand with my neighbors condemning the pending location of the Green Belt Infiltration Project, especially when there are more suitable alternate locations. To put a project such as this in the middle of a densely packed residential neighborhood where the only access is narrow streets will be a huge mistake, one that will be impossible to reverse once it has started. I strongly urge the City Council to carefully consider the tremendous impact this will have on the city as a whole and actively seek a location with less of an impact on residents, business owners, and the environment.
On behalf of the residents of Beachside Condominiums HOA at the corner of Valley & Herondo streets, we soundly condemn the pending location of the Green Belt Infiltration Project, literally feet away from our premises. The intent of the project itself is sound; but, the location will doom our clean and peaceful corner of South Hermosa to years of road closures, traffic congestion, daily noise and vibrations from construction, particulate matter in the air, not to mention property devaluation for up to a decade. This project is not appropriate for a location that is designated to be located smack in the middle of $200 million worth of residential property. We urge the City Council to do its job in supporting the tax payers, land owners, and voters of Hermosa Beach---NOT in support of other municipalities and business interests---by rejecting this project pending for placement in our excellent city.
