CHAPTER 5.80 OF THE HERMOSA BEACH MUNICIPAL
RELATING TO CANNABIS DELIVERY IN THE CITY AND
AMENDING SECTION 1.10.040 TO ADD THAT VIOLATIONS
ARE SUBJECT TO ADMINISTRATIVE PENALTY PROCEDURES

The staff report fails to recognize that the cannabis advisory group recommended this by only one vote. This was a split decision.
The staff report does not give any explanation why the staff and the advisory group is recommending this.
I have continued to testify about the need for transparency in city government and this is an example. One would expect a report to concisely define the advantages and disadvantages of taking an action and the revenue shortfalls or revenue potentials of such action.
This recommendation should be rejected.
When I get elected to this city council I will make sure our staff reports are complete, and ensure transparency, so that city councils and the public are fully informed of city business.
I am oppose to cannabis in Hermosa Beach, including both delivery and brick and mortar stores. At the very least this should be decided by voters in November. Why the rush?
I strongly oppose any efforts prior to the November elections to legalize Cannabis deliveries in Hermosa Beach. Any decision on cannabis should be made by the residents, not by 3 council members.
Please do not rush a decision to legalize any sort of marijuana dispensary or delivery into Hermosa Beach. I know many residents are not in agreement. Let’s wait and let the people decide on the November ballot. Thank you!

Legalizing cannabis delivery in our small family friendly town should be decided by the voters in November, hold off on this important issue until then.
Any change in the city's current ban on cannabis sales, whether through brick-and-mortar retail shops or through delivery, should be approved by the voters through the initiative process. I strongly oppose doing this by city ordinance.
Let the voters decide in November. There are too many items that get passed by those in gov't, which is basically taking away the rights of the voters to make decisions that affect our cities. A decision of this kind affects all the cities in the South Bay area and beyond. Stop dictating what should happen and give these important rights back to the citizens who live in this area.
What's the hurry? Let the citizens of Hermosa decide. We don't need this town regressing to what it was in the not so distant past. As citizens of HB we have worked hard to make our little city a clean and safe place for everyone. Don't turn this into Venice-South!!!
Why the RUSH to legalize cannabis deliveries NOW in advance of the November election? This ordinance, proposed by Councilmembers Massey and Ray Jackson (up for re-election) is unnecessary and potentially usurping the will of the Hermosa Beach voters. The answer for them is that it is much easier to get 3 votes (the 3rd vote being Councilmember Campbell) rather than wait for input from THOUSANDS of voters in November. If it is the will of the voters to legalize dispensaries (although clearly I am against this), then cannabis delivery will become legal in Hermosa Beach anyway, rendering this entire discussion a waste of everyone’s time.
I want to point out to everyone that the decision maker granting licenses will be the City Manager, who continues to demonstrate that she does not have the best interests of our city in mind. There will be no public hearings, no commission input and no community input. It will all rest on what the City Manager decides.
There will be no LIMIT on the number of licenses granted – how is this responsible? The answer is that it is not.
Bizarrely, the staff report points out that this is consistent with our general plan. Crime is associated with these delivery vehicles. Read here:
Or just google “Cannabis Delivery Vehicle crime”, and a litany of criminal incidents will appear. Unfortunately, Councilmember Jackson wants these delivery companies to “come out of the shadows”. His own words. Really? Is this really in the best interest of our community to ensure these delivery vehicles are openly driving through our neighborhoods?
The answer is No. Let the community decide in November. Councilmembers are elected to represent the community, not their own personal interests. This entire discussion of legalizing delivery in advance of November disrespects the community and the process.
Why not wait until November and let the voters decide!? This is a huge decision. Overturning the ban on legal deliveries should be up to the RESIDENTS. Will legalizing marijuana delivery reduce our risk for an increase in crime? Will overturning our ban keep us more safe? NO. It will only increase the risk for innocent people to be harmed. Imagine a robbery of a delivery driver in our small town. Our small streets. Where are there not children on foot and on bikes? This is not a benign proposition!
