We should support development of an executable plan and let the team perform
Appropriate emphasis on plans over progress
Looking back - Large carryovers in CIP budget (Attch 1)
Looking forward - Hopeful in light of increased staffing (Attch 3)
Plan and schedule (Attch 5) well-conceived and supported by DG
Provision of labor loading indicates thoughtfulness and some realism
Statement of staff assumptions also important and critical to success
Schedule phasing also reflects staff-recommended priorities
DG generally agrees with the implied prioritization
Renewed emphasis on street paving and other infrastructure master plans
DG recommends $3M/year street paving since city goal PCI >>70
Expansion of 5-year plans (Attch 2) with additional projects is good improvement
Consider further expansion with additional projects over entire life cycle
Recommendations for planning and execution to enable success
Discipline with project prioritization during planning and throughout year
Everything can’t be a priority
Human limits in multitasking
Staff and contractor efficiency
Willingness to declare what must be reduced in priority
Discipline in requesting new CIP projects
Minimize threats (distractions) to CIP staff assumptions during execution
