VIII. COMMUNICATIONS CURRENT PUBLIC COMMENT PROCEDURES DURING COVID-19 (CORONAVIRUS) PANDEMIC: Public comment may be submitted online only. Public comments must be received at least one hour prior to the start of the school board meeting by 4:00 p.m. Comments are limited to approximately 400 words (3-minute equivalent). If members of the public would like to contact the Board of Education about this agenda, please do so by emailing to mmeraz@hbcsd.org with "Public Comment" in the subject line or use our online form at: https://forms.gle/nkieDaLca8PZk1UA8. Any public comments will be shared with the Board members and will be read aloud during the meeting public comment period.

A. Public Comments from the Public to the Board Members of the audience may address the Board on any topic regardless of whether it is listed on the agenda. However, the Board may not discuss issues raised that are not listed on the agenda. Topics not on the agenda that are brought to the Board's attention may be investigated by the administration and a report made to the Board, either publicly or privately at a future meeting. Complaints regarding District employees must be dealt with in Closed Session, not in Public. Comments from visitors shall not exceed 3 minutes unless waived by a majority of all Members of the Board.

X. PUBLIC HEARING

H-03-20/21 Public Hearing on Resolution #14:20/21 Approval to Increase School Facilities Fees as Authorized By Government Code Section 65995(B) 3, and the Adoption of the District Developer Fee Justification Study Ms. Montalbo The Board will hold a public hearing on the increase and implementation of development fees established by the District against residential construction and reconstruction at $4.08 per square foot and against new commercial or industrial construction at $0.66 a square foot. Education Code Section 17620 and Government Code Section 65995 authorize the proposed fees, and the adoption of the District Developer Fee Justification Study. Public comment is requested.
